California won't get 'Race to the top' school money'

Well there was more sad news just out this morning that California was not chosen to receive a share of the 4.35 billion 'Race to the Top' school reform grant competition.

From the AP news service:

U.S. Department of Education spokesman Justin Hamilton says nine states and the District of Columbia were chosen. The winning states are Florida, Georgia, Hawaii, Massachusetts, Maryland, New York, North Carolina, Ohio and Rhode Island.

"The competition has instigated a wave of reforms across the country, as states passed new teacher accountability policies and lifted caps on charter schools to boost their chances of winning"

Now I know that there are a few Teachers that blog here. So I ask the questions?

With our Gov., State Controller just announcing that the state will not be laying out money for our school districts until September some time. Coupled with our states failure to place in either the first round or second round of 'Race to the Top".

What is going to happen to our educational system in the long run? What needs to be changed? What are the problems that need to be addressed to fix our educational system here in California.?

I have no answers, maybe someone with more knowledge of our educational system can enlighten us.
